Forecasting the Future: How to Prepare for New Value-based Models of Care from Federal Centers for Medicare and
Medicaid Services and SAMHSA
We are at the beginning of a new federal administration that is bringing fundamental changes to our health care system. In the Opening Keynote for the 2017 Behavioral Health Information Management Conference, John O’Brien will share his insights on these changes, their likely impact on behavioral health care services, and how best to reposition our systems of care and information system supports.
John O’Brien brings more than 30 years of experience working with Medicaid, mental health, and substance abuse authorities in numerous states to develop federal Medicaid Waivers, Medicaid state plan amendments, and federal grant applications. He currently works as a Senior Consultant for the Technical Assistance Collaborative. He previously worked for the U.S. Department of Health and Human Services in leadership roles with the Centers for Medicare and Medicaid Services (CMS) and the Substance Abuse and Mental Health Services Administration (SAMHSA). At CMS, John played a significant role in the implementation of the Medicaid expansion under the Affordable Care Act and the Home and Community Based Services regulations. At SAMHSA, John was the Senior Advisor to the Administrator on Health Care Reform.
